We understand that USA-Canada and possibly Mexico are looking into making all North-America into an ECA. They are of course inspired by California.
If they shall follow the formal IMO process it will take at least 2 years from the first MEPC-meeting. However, bearing the Californian process in mind, they may wish to implement it faster.
